Francis Bacon lived in a time of social and economic turmoil, and therefore naturally yearned for peace and stability. New Atlantis is a work of utopian literature, the product of unhappy times; when life is bad, people dream of a better existence, and utopian literature is the same principle en masse. Bacon sought salvation from the pain of the world--experimental science offered the promise of curing the ills of society and humanity as a whole. I disagree that his vision was limited to individual freedom from the physical; I would assert that he hoped for a true panacea for all humanity.
