Are the fine arts sciences?

Da Vinci stated in the handout that we read that Music and painting were sciences. In his opinion painting was the most useful science. I think that this is true that painting and music are sciences and should be taught to everyone in school. Why is it then that people always think of them as electives? In school whenever they had a budget cut the first thing they did was cut funds to the arts. I guess they felt that fine arts are inferior to math, science, and English.
